About the Role: The Department of Natural Resources and Parks’ Wastewater Treatment Division (WTD) is seeking an energetic and motivated candidate to lead a team of professionals within the Capital Strategy, Quality, and Standards unit. WTD’s Capital program has grown significantly over the last 30 years and will likely triple in size over the next decade due to keep pace with population increases, heightened regulatory standards, and aging infrastructure. Change, growth, innovation, and continuous improvement has always been a part of WTD’s culture. As we expand our capital program, learned lessons, innovation, and efficiency remain core organizational values. This unit focuses on these values and includes teams in Training, Lessons Learned, Workforce Development, Equity on Capital Delivery, Delivery Optimization, and Infrastructure Coordination. The Capital Strategy, Standardization, and Quality Supervisor will lead a team of diverse professionals that support programs and workplan items of this newly created unit. What You Will Be Doing: Be a champion for Equity & Social Justice. Understand that systematic racism and its long-term effects are pervasive in our society. Be comfortable having candid and sincere conversations with all employees about race and equity in the workplace and how we can advance equity across our capital programs and in the communities we serve. Foster a positive environment in diverse work situations, create strong morale with engaged teams, instill vision and purpose, and encourage open dialogue. Fully collaborate with Other PPD Units, WTD Sections, and WTD Leadership to support the development and implementation of sustaining and consistent tools and standards across all projects and programs while advancing equity in capital and alignment with WTD initiatives. Establish and maintain strategic alignment with all WTD sections and units and organizational values, goals and objectives. Conduct recruiting, hiring and workforce development needs as necessary, including on-boarding, training, mentoring and coaching. Qualifications You Bring: Demonstrated advanced knowledge of capital program management, infrastructure coordination, budgeting and project controls, and/or performance and data analytics in capital programs. Demonstrated commitment to environmental stewardship, public health, regulatory compliance and service equity in the planning and delivery of public projects/programs. Skill in applying strategic planning techniques to establish the direction and make decisions regarding multiple competing internal and external programs or projects. Skill in evaluating information to make decisions within and outside established guidelines with limited documentation. Established reputation as a strong leader who develops mutually respectful relationships, achieves consensus among competing interests and fosters a collaborative approach to problem solving. Knowledge and skill in the principles and practices of successful supervision, employee coaching and performance management. Ability to provide an empowering leadership style and foster a productive and supportive work environment that attracts and retains quality employees, promotes teamwork, and challenges and develops employees. Working Conditions: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
