Job Summary

The Deputy Director of Historic Resources will be responsible for managing the historic review, permitting and compliance elements associated with the MBTA’s capital program. The selected candidate will be responsible for acquiring and supervising the acquisition of state and federal historic resource approvals necessary for capital construction and infrastructure projects. The selected candidate will also monitor on-going construction projects for compliance with any memorandum of agreement conditions and all applicable state and federal historic regulations.

Duties & Responsibilities

  • Reviews assigned projects to evaluate effects on cultural and historic resources. Carries out the appropriate review, coordination, and clearance procedures for each project to ensure compliance with Section 106 of the National Historic Preservation Act and applicable state historic preservation laws. This task may include review of project plans, conducting background research and site visits, preparation of assessment documentation and National Register eligibility evaluations, and determinations of effect on National Register properties.
  • Coordinates cultural resources review processes with MBTA staff, project consultants, federal and state agencies, federally recognized tribes, local historical commissions, community organizations, and the public. Coordinates cultural resources review documentation with MBTA project teams to assist them in securing permits and meeting obligations under related environmental laws and regulations.
  • Demonstrates good working knowledge of the evaluation criteria for National Register of Historic Places eligibility and of Federal and State historic preservation laws and regulations.
  • Reviews and evaluates consultants’ scopes of work, permit applications, and budget proposals for technical adequacy and for cost effectiveness. Reviews memorandums and reports to ensure that professional standards are met.
  • Demonstrates good working knowledge of the evaluation criteria for National Register of Historic Places eligibility and of Federal and State historic preservation laws and regulations.
  • Identifies context-sensitive solutions for cultural resources issues.
  • Perform field review and field inspections of ongoing construction projects to ensure compliance with project specific historic preservation conditions and regulations.
  • Establish and implement training programs for Authority staff relating to historic compliance issues.
  • Manage historic resource review and permitting close out (at completion of projects) to document that all project mitigation and/or requirements have been met.
  • Hire and manage staff who will work on historic resource permitting, review, design, and construction projects.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Future direct supervision of one (1) manager and one (1) analyst.

Minimum Requirements & Qualifications

  • Applicants must meet the U. S. Secretary of the Interior’s Professional Qualifications Standards for the National Historic Preservation Act of 1966 (NHPA) and must hold a master’s degree in Archaeology, Anthropology, Historic Preservation Studies, Architectural History, or related fields.
  • Five (5) years employment experience in the fields of archaeology, architectural history, historic preservation, cultural resources management, or related professions.
  • Two (2) years of supervisory, managerial, and/or leadership experience.
  • Demonstrated experience in NEPA approvals as well as Section 106 of the NHPA.
  • Demonstrated ability to comprehend and administer environmental laws and regulations relative historic preservation.
  • Experience working with large-scale infrastructure design plans and specifications.
  • Strong computer skill including the following: Adobe, Outlook, Microsoft Office programs, (Word, Excel, PowerPoint, and Access).
  • Experience with Geographical Information Systems (GIS), Massachusetts Cultural Resource Information System (MACRIS) and other relevant mapping systems.
  • Ability to work seamlessly with other departments within the MBTA as well as external groups such as state and federal agencies, municipal governments as well as outside consultants and contractors.
  • Strong analytical writing skills are essential; oral presentation skills are a significant plus.

Substitutions Include

  • A master’s degree in civil engineering, natural resource/environmental planning, and/or policy, geology, environmental science or environmental studies or other related area may be substituted for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.

Preferred Experience And Skills

  • Nine (9) years of demonstrated experience in the field of historic preservation with a focus on the regulations and requirements as normally associated with a large or active transportation or infrastructure projects.
  • Three (3) years of supervisory, managerial, and/or leadership experience.

  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.

  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
