POSITION DESCRIPTION

Job Title: Part-Time Treasurer

 

This is administrative position with Penn Forest Township which works under the supervision of the Township Secretary. The employee assigned to this position in addition to the duties described in the Second Class Township Code, is responsible for maintaining all the financial records of the Township in an accurate and concise manner; including but not limited to employee payroll and associated transactions, all receipts and expenditures, creating/maintaining all government fund accounting records, processing township bills and advising the BOS on financial matters investments and budgetary concerns. '

Work is performed independently of supervision within the policies, practices and guidelines established by the BOS/Auditors and best professional practices. Day to day work is reviewed by the PFT Secretary based on direct observation with input from contracted auditors and or accountants. Written and/or oral reviews are provided with guidance/actions documented as necessary. The PFT Secretary, with input from the BOS, completes all personnel documents.

 

Duties and responsibilities include but are not limited to:

 

- Prepares Township payroll and processes/maintains appropriate records

- Receives all money due the Township and deposits promptly into depositories selected by the BOS

- Processes all receipts and expenditures of the Township

- Prepares a list of bills received and submits to the BOS at the monthly meeting for approval

- Validates all Township invoices

- Prepares checks for payment of bills approved by the BOS

- Schedules all bill payments to the Township's advantage by observing due dates, discount periods and maturity dates of investment funds

- Manages Township investments (with BOS oversight) and maintains investment schedule

- Pays bills and other obligations upon approval of the BOS, scheduling all bill payments to the Township's advantage by observing due dates, discount periods and maturity dates of investment funds

- Keeps a distinct and accurate account of all Township funds, all money should be segregated in funds as required by law and/or Township financial policy

- Completes all state required financial forms for submission, in a timely manner, as required by law

- Assists the Township Secretary in the preparation of financial projections and special financial reports

- Assists in the preparation of the annual budget

- Maintains and monitors the petty cash fund for cash payments

- Prepares a monthly budget comparison report for the BOS of all Township funds Maintains all Township financial records in an orderly fashion to present to the auditors for the required annual audit

Functions as the right to know officer for financial information

- Prepares an accurate monthly treasurer's report for the BOS meeting

- Administers employee benefits and insurance program

- Maintains an organized/neat office space

- Files are orderly and updated routinely

- Performs other duties as assigned

Essential Functions

- Strong knowledge of bookkeeping and accounting principles

- Strong computer skills

- Exhibits strong organizational skills

- Ability to multi-task and work independently

- Effectively communicates, both verbally and in writing, with the PFT Secretary, BOS, agencies, departments businesses and the general public

- Ability to recognize problems and present appropriate solutions

- Performs duties in a professional manner

- Possesses a valid driver’s license
