Job Description

Overview:

Join our team as a Research Policy Analyst and support the NOAA Weather Program Office (WPO) by providing policy and research services for the National Weather Service. You will contribute to advancing weather research, which is crucial for saving lives, reducing property damage, and enhancing the national economy. By performing scientific and policy research, developing funding notices, and writing reports, you will play a key role in NOAA's mission to improve weather, water, and climate forecasting and mitigation. Responsibilities:
  • Interact with NOAA program managers to gather information on numerical prediction advancement projects supporting Subseasonal-to-Seasonal (S2S) weather and ocean forecast improvements
  • Coordinate with WPO S2S program to bridge meteorological, oceanographic, cryospheric, or land/hydrological modeling research across timescales, facilitating early development and transitions to operations across NOAA
  • Work with program managers to plan and develop Notices of Funding Opportunities (NOFOs) for external weather competitions and track research portfolios through Grants Online and NOAA Research and Development Database
  • Coordinate with program managers to build a community of practice for conducting reviews of Letters of Intent and full proposals for funding
  • Staff and coordinate meetings for the Interagency Council for Advancing Meteorological Service (ICAMS) Implementation Teams
  • Organize and facilitate workshops and webinars to promote research in support of S2S weather/ocean forecasting and product development
  • Support the preparation of WPO Strategic Plans, Program Baseline Assessments, Annual Operating Plans, cost/schedule performance reporting, and manage risk and interdependencies to meet program goals
  • Advise on and/or coordinate research or other professional and scientific work
  • Develop and maintain quality assurance data to support analyses and write technical reports and papers for publication
  • Participate in peer reviews of programs, workshops, and conferences in meteorology, oceanography, cryosphere, and/or land/hydrology modeling and prediction

Qualifications:
  • MA/MS in an environmental, scientific, or technical discipline; PhD highly desirable
  • Minimum 6 years of professional and/or academic experience (advanced degrees or certifications may qualify for shorter periods of required experience)
  • Technical competence in at least two of the following disciplines: meteorology, physical oceanography, hydrology/land modeling, cryosphere physics, water resources, and computer science
  • Ability to design, evaluate, and lead scientific, physical, and mathematical analyses for advanced development programs
  • Ability to develop mathematical models and design computer software programs for analysis of engineering, scientific, and biological systems problems
  • Responsible for design and oversight of field investigations, data interpretation, evaluation, design or mitigation actions, and report preparation

Pay Range (Compensation will be determined based on the candidate's skills, qualifications, experience, and other relevant factors):
