Job Description About the Organization: The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. About the Role: The State Building Inspector II’s (“Inspector”) primary responsibilities include supervising the enforcement and implementation of the building code; developing and delivering training; inspecting new and occupied buildings and structures; inspecting amusement devices; investigating building code complaints and violations; witnessing the conduct of tests on various building safety devices; providing technical assistance to others; reviewing local building inspection decisions and practices; soliciting information regarding pre-construction requirements; responding to inquiries from public and/or private individuals and groups; establishing and maintaining liaison with federal, state and municipal agencies and other personnel involved in building construction; and performing related work, as required. Duties and Responsibilities: Review permits and construction work on state owned, leased or controlled properties within assigned district. Inspect buildings and other structures during and after construction for compliance with fire prevention standards, the State Building Code, referenced standards, and related laws, rules and regulations. Witness the conducting of tests of various fire protection systems, emergency lighting and generator systems and other safety systems. Provide technical assistance and advice regarding the State Building Code and other related laws and regulations. Resolve differences between local building officials and building permit holders regarding interpretation of the State Building Code. Investigate written complaints concerning construction supervisors or local building inspectors. Investigate modular building complaints and provide findings to the BBRS in a written report. Review information stated on permit applications or plans concerning proposed construction or maintenance requirements. Establish relationships with and serve as a liaison to engineers and other professionals in the planning and review of construction projects. Represent the agency at various public and private boards, commissions, committees and in court. Serve as a temporary special (state) police officer at the discretion of the Governor or Commissioner of the Division of Occupational Licensure. Inspect amusement devices to ensure compliance with Massachusetts General Laws and regulations. Determine causes of construction or amusement ride accidents. Analyze complaints or allegations by identifying issues involved in types of evidence needed. Respond to inquiries by explaining policies, rules and regulations. Perform related duties such as preparing reports and correspondence. Serve as a temporary city or town building official at the discretion of the BBRS and the Commissioner. Working Conditions: Building inspectors are exposed to adverse weather conditions and walk and stand for prolonged periods of time. May be required to work varied shifts including nights, weekends and holidays on occasion. Minimum Entrance Requirements: Must have at least five (5) years of full time or equivalent part-time experience in the supervision of building construction or building design, including high rise buildings or large scale building projects. Substitutions: An Associate’s degree with a major in building construction or building design may be substituted for a maximum of one year of the required experience. A Bachelor’s degree with a major in architecture or architectural or structural engineering may be substituted for a maximum of two years of the required experience. A Graduate degree with a major in architecture or architectural or structural engineering may be substituted for a maximum of three years of the required experience. Applicants must possess a current and valid Inspector of Buildings/Building Commissioner certification issued by the Department of Public Safety’s Board of Regulations and Standards. At time of application submission, applicants must possess a current and valid national Association of Amusement Rides Safety Officials (NAARSO) certification; OR Amusement Industry Manufacturer and Suppliers International (AIMS certification). License or Certification Requirements: Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License.
