GENERAL DESCRIPTION:
Perform highly complex (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May supervise the work of others. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee and/or prepare monthly and annual operating statements, financial statements, vouchers, payrolls, and reports; and approve and sign expense account and purchase vouchers submitted for payment.
2. Analyze and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.
3. Audit general journal entries and payment, cash, purchase, travel, and related vouchers.
4. Assist in the preparation of the Annual Financial Report and Annual Non-Financial Report, which may include working with the Office of the Comptroller of Public Accounts' Financial Reporting Section to compile the statewide Annual Comprehensive Financial Report (ACFR).
5. Develop methods for the control of cash receipts, deposits, and disbursements; the purchase of services, supplies, and equipment; the documentation of claims for payment; and the preparation and processing of payrolls.
6. Develop, coordinate, or produce complex reports for monitoring and reporting agency financial information.
7. May plan, organize, and direct programs to control the financing of agency operations.
8. Prepare monthly bank reconciliations and assist with the monthly USAS/CAPPS reconciliation which includes review of appropriation issues in USAS. USAS Appropriation Analysis using Appropriations Information Management (AIM) Reports provided by Comptroller of Public Accounts.
9. May develop procedures and regulations to control the disbursement of allocated funds and prepare letters of instruction, manual revisions, and related forms.
10. May oversee the development and use of internal audit and control procedures to determine compliance with agency policies, plans, and procedures, and state and federal statutes.
11. May direct the allocation of state and federal funds to agency operating programs and develop suitable plans for validating and matching the various federal funds used in financing agency operations.
12. May supervise the work of others.
13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
Qualifications:
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education
- Graduation from a standard senior high school or equivalent is required. Graduation from an accredited four-year college or university with a major or coursework emphasis in accounting, finance, or a related field is preferred.
Experience
- Minimum of three (3) years' experience in one or more areas of financial operations, including accounts payable, travel, purchasing, or financial reporting is required. Governmental Accounting experience is preferred.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification
- If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge
- Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills
- Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Technology
- Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
Interpersonal Skills
- Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

- Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

- Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule
- Availability for after-hour and weekend work is required. Position could telecommute up to five days a week.

State of Texas Benefits and Retirement Information:
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
